DESCRIPTION:NOMOI is a decentralized delegation model where authority is re
 presented as signed mandate edges in a verifiable graph. Instead of relyin
 g on global trust authorities\, any entity may act as a trust root by issu
 ing signed delegation mandates. These mandates form bounded delegation gra
 phs\, where each edge defines constrained authority transfer (scope\, time
 \, and delegation rights). Mandates are published on a content-addressed s
 torage layer (e.g. IPFS) and can be independently retrieved and verified u
 sing only the issuer’s public key. Authorization is determined by evalua
 ting reachability within this delegation graph under constraint compositio
 n rules\, without requiring a central authority or global registry. Verifi
 cation is fully local given a subset of the graph\, while global consisten
 cy is not required.
